Quick answer
A GPS dog tracker gets its position from satellites and sends that position to your phone over a cellular network — which is why nearly all of them require a data plan. Bluetooth tags have no cellular link and only help within short range or through a crowdsourced network, so they are a poor choice for a dog that runs.
Tracking versus containment
A tracker tells you where your dog went. A GPS fence tries to stop the dog going there. Some collars do both, but a tracking-only device gives your dog no boundary feedback at all, and a containment-only device may not show you a live location once the dog is out. Decide which failure you are trying to prevent.
